i plan on spending the night at my exs the day after my 18th b-day. he says were goin to smoke pot & i wanted to know can i guys still have sex when hes high. & from 1 - 10 how bad does it hurt when your hymen taers. we plan on using protection im on the pill & he'll have condoms

it depends on his size & technique. if he's gentle & small, it will just be uncomfortable. if he's massive & agressive, well...that will hurt.
tell him to go slowly. you will probably bleed, make sure he is prepared for that.
make sure you really want to do this & that this is the right person to do this with before you lose your virginity

Just remember even with birth control & condoms you could still get pregnant the very first time you have intercourse. Also the condom helps to keep his ejaculate away from inside you BUT, if he has had sex with anyone else he could transmit any of the STD's to you and he might not even know he has an STD yet.

When you decide to start having sex you are also saying you are ready AND able to handle any consequence that comes along, infections, STD's, pregnancies etc etc.

Yes you can still have sex when ur high lol
and as for the pain when losing ur virginity...it varies from girl to girl. sometimes its a 10 but when you get aroused enough and are well lubricated, it may be painless so u never know. hope i helped a bit ;]
