oh well, I guess I'll write an answer for the 100th time that you will ignore...
and then I'll give the same answer again when you ask the question again...

it's like the old saying, "save for a rainy day"... Bush was spending like mad during sunny days and then when it started raining... nothing in the bank account when you actually need it..."
